Olongapo City ORDINANCE # 41, 2005 ; as Re-Defined & Corrected

THE ISSUE on SANGGUNIANG PANLUNGSOD of OLONGAPO & SUBICWATER

This had been WORKED ON by the supposedly RECIPIENT of the City Government APPROPRIATION through the SANGGUNIANG PANLUNGSOD [ almost EVERY WEDNESDAY, to consider the same wasn't given a CHANCE TO TALK her PIECE re : Concern which is the EVER CELEBRATED & LONG and UNENDING TAMPERINGS of SUBICWATER – as in the Court Cases is termed " DELITO CONTINUADO " and even had reached the SUPREME COURT and the Assistances of MALACANANG even the time of Senator RENE CAYETANO in the Legal Office of Malacanang and the term of former President FIDEL V RAMOS, and the succeeding Philippine Presidents . Further which was a SIMPLE " escape goat ONLY " of same Subicwater that in order that BE ACQUITTED for their ADMIN, CRIMINAL, & CIVIL CASES and with INCREASING NUMBER OF DEATHS of Concessionaires of the Citizens of OLONGAPO due the ALZHEIMER's DISEASE or BRAIN DAMAGE or MENTAL RETARDATION . Acquittal at the expense of this same VICTIM & COMPLAINANT that was FOR SEVERAL TIMES was SCANDALIZED for a REVERSED INSANITY instead of the CONSUMERS of the same DRINKING WATER . Same Complainant who had TREAT the WATER of the CITY & later of the SUBIC BAY even when already deployed in the Office of the Technical Consultant, and previously in the M.I.S. And Other Departments of the Company, too, further who SURELY CAN'T be SUSCEPTIBLE per the INTAKE as TREATING OWN DRINKING WATER for SAFETY ; and CONFIRMED as even had TOPPED the IQ TEST & etc. of the US / UK since 2005, and the PHILIPPINES through the SAME as # 1 ] .

Simply, the ASSISTANCE supposedly was FOR PAYMENT of TESTS either @ UST or MAKATI MEDICAL CENTER but JUST TO PAMPER [ by the Sanggunian ] the WISHES of Subicwater CASE RESPONDENTS in PROVING the INSANITY and DISAGREED TO TAKE THE SAME EXAMS as SURELY WILL FAIL due the OBVIOUS SUSCEPTIBILITY and MORBID BEHAVIORS .

The MAYOR SIGNED the CHEQUE and this same Complainant was further INSTRUCTED TO COME BACK on the ff day at 9am but wasn't even AS TO DATE given either the CHEQUE itself or the AMOUNT of Php 10,000.00 .

And one of the EA's of the MAYOR's Office, named ERNIE, after several years was noting that the CHEQUE was RECEIVED by this Complainant but NEVER, even had seen the same cheque after was SIGNED by the MAYOR, and as previously countersigned by Mr. JUICO .

This hereby, even VERY LATE as have KNOWN LATE as well, DEMANDS the PAYMENT with NO FURTHER CONDITIONS or even the NONSENSE TESTS ; that SAME PAYMENT BE ISSUED regardless of WHO'S WHO in the SANGGUNIAN or else these MATTERS BE BROUGHT TO THE COURT .

This also DEMAND the Long & Overdue PAYMENTS of Subicwater to have REACHED already MORE THAN 5 BILLION Philippine Peso as for ASAP RELEASE or else be FINALLY Addressed as same in 2003 with the MOVABLE & IMMOVABLE PROPERTIES of same Respondent Company - Subicwater . And where such Company's INVESTMENTS during the PRIVATIZATION in APRIL 1997 was through the PFS of same MARILOU M. GAMBOA, and where LOANS Approved by then FEBTC and then absorbed by BPI were in the NAME of same Marilou Gamboa as earlier Confirmed by same BANK OF THE PHILIPPINE ISLANDS .

For the LEGAL PROCESSINGS .

And where such PSEUDO INFORMATION as to either the City or SBMA CLAIMS aren't genuine and have NO MERITS or BASIS .

In the interest of public service and with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 41
(Series of 2005)

AN ORDINANCE APPROPRIATING THE AMOUNT OF
TEN THOUSAND PESOS (PHP10,000.00) AS FINANCIAL
ASSISTANCE TO MS. MARILOU GAMBOA

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Ten Thousand Pesos (PhP10,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available as financial assistance to Ms. Marilou Gamboa.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Ms. Marilyn H. Custodio, Social Welfare Assistant of City Social Welfare and Development Office dated May 24, 2005 is hereby made as integral part of this Ordinance.

SECTION 4. This Ordinance shall take effect upon the availability of funds from the Office of the City Mayor.
